Arayara apoia campanha global por uma Mulher como Próxima Secretária-Geral das Nações Unidas

O INSTITUTO INTERNACIONAL ARAYARA juntou-se a dezenas de organizações da sociedade civil, de defesa dos direitos das mulheres e dos direitos humanos, bem como a instituições internacionais e centros políticos, para apelar a que o próximo Secretário-Geral das Nações Unidas seja uma mulher.

Numa carta dirigida aos Representantes Permanentes da ONU em Nova Iorque, as organizações apelam aos embaixadores para que “ajudem a resolver o desequilíbrio histórico, anunciando que o seu país só considerará a nomeação de candidatas mulheres para o próximo processo de seleção do Secretário-Geral e incentivando todos os Estados a fazerem o mesmo”.

A carta foi enviada a 21 de março, quando a Comissão sobre o Estatuto das Mulheres estava a chegar ao fim. Clique aqui para descarregar a carta.

A iniciativa é liderada pela organização 1 for 7 Billion, e os signatários irão promover a carta quando a 55ª Sessão do Conselho dos Direitos Humanos da ONU (HRC55) chegar ao fim, a 5 de abril. A carta também será recirculada em setembro, quando os Representantes Permanentes da ONU se prepararem para se reunirem em Nova Iorque para o Debate Geral de alto nível.

A nomeação de uma mulher para o cargo de Secretário-Geral já devia ter sido feita há muito tempo.

A igualdade de género é um princípio orientador fundamental das Nações Unidas. É um direito humano fundamental e uma base necessária para um mundo pacífico, justo e sustentável. No entanto, a Organização não pode pretender ser uma campeã do empoderamento das mulheres quando metade do mundo continua a ser excluída do seu mais alto cargo.

Apelamos a que tome o assunto nas suas próprias mãos: ajude a resolver o desequilíbrio histórico, anunciando que o seu país só considerará a nomeação de candidatas mulheres para o próximo processo de seleção do Secretário-Geral e encorajando todos os Estados a fazerem o mesmo.

As mulheres precisam da ONU, mas a ONU também precisa das mulheres. As evidências mostram claramente a contribuição das mulheres em todas as áreas de trabalho da ONU. Os progressos no sentido de quebrar o teto de vidro não foram impedidos por uma falta de mulheres qualificadas, mas sim por uma falta de oportunidades e pela imaginação limitada dos decisores que operam num ambiente de discriminação sistémica.

Apesar das melhorias recentes, a esfera das relações internacionais continua a ser lamentavelmente monopolizada pelos homens: 13 organizações multilaterais (incluindo os quatro maiores bancos de desenvolvimento) nunca foram dirigidas por uma mulher, há 78 anos que uma mulher não dirige a ONU e apenas 24% dos representantes permanentes da ONU são mulheres, como salienta o GWL Voices.

Pedimos aos Estados que tenham em mente esta realidade perturbadora ao considerarem as suas nomeações para o próximo chefe da ONU. Pedimos aos Estados que considerem a necessidade urgente de restaurar a credibilidade e a fé no mais alto cargo da ONU. Pedimos aos Estados que nomeiem uma mulher para o cargo de Secretário-Geral.

ARAYARA INTERNATIONAL INSTITUTE has joined dozens of civil society, women’s rights, and human rights organisations, as well as international institutions and policy centres, in calling for the next Secretary-General of the United Nations to be a woman.

In a letter addressed to UN Permanent Representatives in New York, the organisations appeal to ambassadors to ‘help address the historic imbalance by announcing that your country will only consider nominating women candidates for the next Secretary-General selection process while encouraging all states to do the same’.

The letter was sent on 21 March as the Commission on the Status of Women drew to a close. Click here to download the letter.

The initiative is led by the organisation 1 for 7 Billion, and the signatories will promote the letter as the 55th Session of the UN Human Rights Council (HRC55) comes to a close on 5 April. It will also be recirculated in September as UN Permanent Representatives prepare to gather in New York for the high-level General Debate.

‘That the next Secretary-General of the United Nations should be a woman is indisputable,’ says 1 for 7 Billion. ‘After almost 80 years of an unbroken succession of men occupying the UN’s top job, it’s long overdue. Momentum is building.’

Dear Excellency,

The appointment of a woman Secretary-General is long overdue.

Gender equality is a core guiding principle of the United Nations. It is a fundamental human right and a necessary foundation for a peaceful, fair and sustainable world. However, the Organization cannot claim to be a champion of women’s empowerment when half of the world continues to be excluded from its highest office.

We are calling on you to take matters into your own hands: help address the historic imbalance by announcing that your country will only consider nominating women candidates for the next Secretary-General selection process while encouraging all states to do the same.

Women need the UN, but the UN also needs women. Evidence clearly shows the contribution women bring across all areas of the UN’s work. Progress in breaking the glass ceiling has not been impeded by a shortage of qualified women, but a shortage of opportunity and the limited imagination of decision makers operating in an environment of systemic discrimination.

Despite recent improvements, the sphere of international relations remains woefully monopolised by men: 13 multilateral organizations (including the four largest development banks) have never been led by a woman, 78 years without a woman leading the UN, and just 24% of UN Permanent Representatives are women, as highlighted by GWL Voices.

We ask states to keep this disturbing reality in mind as they consider their nominations for the next UN chief. We ask states to consider the urgent need to restore credibility and faith in the UN’s highest office. We ask states to appoint a woman Secretary-General.

The time is now.
